The PESTLE framework is a well-known and widely used tool for scanning external environments This paper extends its application from a static, organisation-focused checklist towards a dynamic whole-systems framework applied across multiple levels: individual, organisational, community, national, and global, to create a common language for tracing cascading risks and opportunities in the age of Permacrisis and Metacrisis.
It then goes beyond this extended use of PESTLE, to overcome the another set of limitations, with the addition of PEATRU (Psychological, Ethical, Aesthetic, Temporal, Relational, and Uncertain), as a vital sense-making layer between the Human Core and the structural shell of PESTLE. PEATRU surfaces how human interpretation, values, biases, narratives, relationships, and temporal horizons mediate structural forces, making visible dynamics otherwise overlooked.
Its importance is especially urgent today: crises are no longer discrete but systemic, interdependent, and unpredictable, and without explicit attention to meaning, trust, ethics, time and uncertainty, leaders risk misreading signals and amplifying vulnerabilities. The Human Core–PEATRU–PESTLE model thus offers not only a reframing of strategy but a practical architecture for systemic resilience, adaptive navigation, and anticipatory governance when faced with radical uncertainty.
